US Senator Casey Remarks Read at Global Tamil Forum Event
February 25, 2010
WASHINGTON, DC--U.S. Senator Bob Casey (D-PA), chairman of the Senate Foreign Relations Subcommittee on Near Eastern and South and Central Asian Affairs, provided the following statement which was read at the Global Tamil Forum inaugural event in London on Wednesday.
"As Chairman of the Senate Foreign Relations Subcommittee on South Asia, I have examined the unfortunate effects of the conflict in Sri Lanka. I have sought to shed light on the plight of internally displaced people and the importance of development in post-conflict Sri Lanka. As Americans, we will continue to seek opportunities to play a constructive role in post-conflict Sri Lanka. As Sri Lanka heals from the horrors of war, it will also require that the Tamil population in and outside the country play a key role in the development of Sri Lanka’s infrastructure as well as its social fabric."
"I want to thank the Global Tamil Forum for its efforts to support the democratic process in Sri Lanka, especially during this difficult time in the country’s history. I hope that the Sri Lankan people will be able to come together and focus on a common future that moves beyond war, terrorism and violence as means of political expression. I also want to applaud the work of the U.S. Tamil Political Action Council. USTPAC has raised awareness of the humanitarian crisis facing the Tamil people in Sri Lanka and has played a constructive role in educating U.S. policymakers. I look forward to our continued cooperation and wish you a successful forum in London."

Excellent sentiments! Given an opportunity the Tamils of North and East would prove to the world their dedication for hard work, honesty, integrity. Unfortunately they will also be a challenge to the Sinhala mindsets of political orientation in the process, which the politicians do not want. This is the crux of the problem. They want to aggravate this fissure for their own ends and survival. I used to wonder whether they had even a fleeting moment of realization of the future of their kiths and kins!
Your advice should go to the rulers rather than the oppressed.
GoSL, Mr. Mahinda Rajapakse and his advisors must take careful note of the GTF meeting in London, this message of Senator Bob Casey and the critique countries friendly to Sri Lanka offer - to engage the Tamil Question in a statesman-like manner and settle it satisfactorily when the mood in the Sinha South appears to be right. The learned Sangha has a responsible and crucial role to play here and even to initiate a leading posture. Playing for time with personal visits by the ineffective Foreign Minister or callous media attacks from the few in the Govt's think-tankthat this is the work of the dead or living LTTE or their proxies will not merely be counter-productive but against the interest of the country from a long-term perspective.

US, England or Norway will not ever be able to satisfy the Tamil demands. Tamils leaders should aware that the only way they can have a solution by engaging with a dialoque with the Sri Lankan government. This is a national issue and Tamils should learn to share the whole country without restricting to a one third of the land.
These guys are preaching to SriLanka. Let them go in front of a mirror and they will see who are the real destroyers of human life and who have committed war crimes and crimes against humanity. For these idiots in the west only Muslims are terrorists and others are freedom fighters. What hypocracy. Bring war crimes charges against these countriesin the west for the crimes committed against soverign countries like Iraq and Afganistan.
Senator Bob Casey's statement must be a real setback for ISS and the diaspora,,despite his warnings to the President.
The senator expresses diametrically opposite views to the pro Tiger European and British politicians who are hell bent on wreaking havoc on the Srilanka economy and force Rajapaksas to grant at least a mini Eelam to satisfy the one million diaspora.
Anyone who is smart enough to read between the lines of the Hon Senator's comments will know that the Americans would not have a bar of the European agenda.
The American senate leader quite rightly endorses the agenda of Rajapaksa whicn is the development of the country through infrastructure , industry and agriculture and the safe resttlement of the LTTE terror victims.
Why no out cry from the Foreign Min. Bogols.
Surely he can tell these meddling Americans to mind their own business. He should summon the American Ambassador and tell her off.I suppose he has got cold feet as he might not be able to travel to these countries anymore. He knows the taste of America & the west unlike the the other "Lindey Gembas" in Sri Lanka.
He is the biggest hipprocrite and he knows it and must be having a big laugh at these "gembas".What a set of fools we Sri Lanka's are.We deserve the state we are in, whilst other countries in the region are forging ahead.
Ray Jay,
In both Iraq and Afganistan the majority of citizens were grateful for American invasion for the purpose of toppling the current rulers. Their only complaint lies in the Americans not departing as swiftly as they entered however they would also have blamed USA had new tyrants risen to fill the leadership void. http://en.wikipedia.org/wiki/Catch-22_%28logic%29
Everybody in SL suffered the war and the war was going with the blessings of many East,North people as well as with Westerners. So they supported destruction but when MR was crushing separatists all these Westerners went against him.Now MR is developing North and East and they say him what to do!It is Ridiculous. Please mind u r own business Western friends!Colonial times are over.
If same one talk to a tamil group or a p0litical party the crazy mad srilankans talk about ltte. i was in srilanka during presidentel elections. even mahinda is using worlds that makes divitions with srilankans. as a sinhalees i realy belive with out intranational involment their will be no life for srilankan tamils. the curent politicions like weerawansa ond jhu make their daily bread with rasist acts.
Senator Bob Casey,
Sorry to say that you have no leverage on Sri Lanka as former embassador to SL mentioned in the senate hearing last year. It is too late for the USA to advise SL. Your forign policy on ethnic conflict in SL made it to this sad situation. Your goverment didn't understand or didn't want to understand the history of the ethnic conflict. Your goverment encourage the SL goverment to distroy or weaken the Tamil's bargaining power in the crisis. Better keep quiet to have China to play its wonderful role. Your role in SL and also in South Asia is no more needed.
I think a big unnecessary debate has begun on the GTF event held in London.
The formation of the GTF aftermath of the demise of the LTTE is just to achieve what LTTE was trying to gain militarily. That is Tamil eelam. If anybody who reads the Mission of the GTF then he /she will find the following two points:
"To use all resources available to the Tamil Diaspora to establish the Tamil people’s right to self-determination and their right to re-establish their nationhood which was taken away by force from them by the succeeding colonial powers including the Sri Lankan government",
"Help empower Tamil people in Sri Lanka to take control of their destiny and clearly formulate and promote the benefits of freedom for all in the pursuit of sustainable growth and prosperity in the self-governing nation of Tamil Eelam".
So this is the aim.
If the politicians UK and others who attended and patronised the event and others who sent their greetings think that having those two points in the Mission statement the GTF can achieve peace for Tamils, they are mistaken. Those two are non-negotiable with Rajapaksas and also others. I presume most of the Tamils in Sri Lanka would also oppose those two. We also need to relisten to the interview given to the GTV by Ranil Wickremesinghe in December 2009, the most Liberal politician in Sri Lanka. In a very subtle way he says that he is not a supporter of the above two concepts. He says that Tamils should not talk about the "myths" such as colonisation, standardisation, etc as those issues have already been settled.
We have conveniently forgotten the fact that approx. 75% of the population of Sinhalese and out of that approx. 60% are supporting Rajapaksa. So that man can win any election without us.
The British government has number of scores to settle with Rajapaksa. On the very day of the GTF event Colombo summoned UK envoy to the Foreign Ministry and lodge their protests. Foreign Ministry issued a statement. But Miliband came and spoke. Good speech. Nothing clear there. No committments. Even I could have told those. Then Hague spoke. Very strong language may be to attract Tamil votes. Tories are not in a good position at all. What about the attendance of Brown. A tit for tat for the summoning of their Actg. man in Colombo. Show to Rajapaksa that I am with your enemies. Nobody should worry about those two god mothers and god fathers of the pro-LTTE groups in London who facilitated the meeting in the Parliament. None of those have moral high grounds. I am referring Keith Vaz, Virendra Sharma, Siobhain McDonagh and Joan Ryan. They just talk like parrots but no substance. They are living in their own worlds!
Much has been talked about how Rajapaksa defied Brown, Miliband and others. They are hurt. Yes seriously. They were undermined by a leader of a third world country, above all from a former colony. UK is helpless at UN and elsewhere except at EU when it comes to Sri Lanka. This is why they wanted to show solidarity once again with this extremist group. They know that while backing GTF they cannot ask Rajapaksa to talk to the GTF. Above all UK's effort in persuading at least the BTF to talk to Sri Lankan officials has failed. I heard this from my Sinhala friends in Lodnon.
So, there again houses of Westminster has become the temporary home for Surendirans, Kandiahs etc. In the end they will not gain anything like last year. This will aggravate problems of Tamils in Sri Lanka but not the likes of Surendirans who are in cooler climes of London. The Tories if wins have more domestic issues to attend, which are absolutely burning. They will have no time to look at Sri Lanka. UK will be like Greece by the end of this year given the rate of borrowings and slow recovery. So we should not expect Tories to look after us.
In the event if a minority Tory government collapses after the Queen's speech, then most likely Labour will come to power under Miliband Snr. who is an unacceptable person in both India and Sri Lanka.
So, this may be our last chance to think rationally and at least to set aside those two debatable elements temporary if we really care about our people in Sri Lanka.
On a different note why cannot the BTF and other so called saviours of Tamils now help rebuild the North. The library in Jaffna in in dire condition. Why cannot we send books, money to the librarian?
So, forget political gimmicks for the time being and forget your celebrity status in London, leave out Bogollagama type press interviews which are holow as are repeating the same and do some thing which people can feel in the north. They are down but not out yet!
Kalu Albert:
In your blind craze to stalk me, you have missed the woods for the trees - in reading the Senator`s brief message. To begin with, in this message he links the US Congress with the British House of Parliament in recognising the GTF. That`s no cause for joy for GoSL.The more sensible thing to do would be to engage all these players and move the peace and unity project in the country forward - if that is even remotely in the mind of the Rajapakse government.
